RCI Website Privacy Policy 

The Reconnecting Communities Institute (RCI) website is supported financially and owned by the U.S. Department of Transportation. It was developed under work supported by the Office of the Secretary of Transportation under contract number 47QRAD20DU148. The RCI website is managed by Cadmus, which also maintains and is responsible for complying with this Privacy Policy.

This Website Privacy Policy applies to the personal information we collect, how we use the information and with whom we share it, and your rights and choices regarding our use of the information. By using this website, you consent to the collection and use of your information as described in this Policy.

Information We Collect Automatically

To provide you with the best website experience, RCI follows generally accepted best practices to collect and store information about your visit, such as date and time visited, pages visited, type of device, type of browser, and IP address. Other Information We May Collect

Users of our website have the option to provide personal information, such as:

  • ID and password information for accessing restricted content on the RCI website; and
  • Any other personal information voluntarily submitted in an attachment to the RCI expression of interest form.

Users of the RCI website have the option to voluntarily provide personal information through the RCI expression of interest form. This expression of interest form is a third-party integrated service powered by Monday.com. By completing this form, the data you provide will be automatically processed by Monday.com on behalf of Cadmus as the Monday.com User. The information you voluntarily provide will be stored in a Monday.com database which the RCI Team uses to review and approve expressions of interest and manage our delivery of technical assistance. By submitting the expression of interest form to request technical assistance from RCI, you consent to your information being stored on and processed by Monday.com. In receiving technical assistance from RCI, additional information related to your project and the technical assistance services you may receive will be managed by Cadmus in the Monday.com database and processed by Monday.com. The processing of this information is governed by the Monday.com’s Privacy Policy and Data Processing Addendum (DPA).

RCI will not sell or disclose the personal information managed on Monday.com to any third party, except in the cases described in “Sharing Your Information” below. If you have submitted an expression of interest form and wish to have your information removed from the Monday.com database, please contact RCIdataprivacy@cadmusgroup.com.

Why We Collect Information

RCI collects personal information online to provide you with the information and services you want, to address security and virus concerns, and to improve your website experience.

We will not collect additional categories of personal information or use the personal information we collected for materially different, unrelated, or incompatible purposes without providing you advance notice. See “Choices on How We Use the Information You Provide” to learn more.

We collect information to:

  • Understand and respond to your requests for technical assistance;
  • Register you for an RCI account;
  • Improve our website and respond to feedback;
  • Manage your access to restricted areas of the Web site;
  • Fulfill requests for reports and other similar information;
  • Address security or virus threats;
  • Respond to a law enforcement request, court order, or government investigation; or
  • Otherwise fulfill the purpose described to you when collecting your personal information.

Sharing Your Information

RCI will not sell or disclose your personal information to any third party, except when disclosure is:

  • Required by law or through a legal process;
  • Formally requested by law enforcement authorities, homeland security, national security activities, or other government entities (See the Privacy Act of 1974 below);
  • Necessary or appropriate to prevent harm or financial loss; or
  • Required in connection with an investigation of suspected or actual espionage, cybersecurity or security events, or other fraudulent or illegal activity.

In order to process your request for support from RCI, we may share personally identifiable information you voluntarily provide us with representatives within the U.S. Department of Transportation’s Operating Administrations and related entities, or other named representatives as needed. In some cases, we may be required to share some information, such as IP addresses, with other Federal government agencies, to combat security and virus threats.

Choices on How We Use the Information You Provide

When collecting personal information on our website, we will let you know whether the information we ask you to provide is voluntary or required. By providing personally identifiable information, you grant us consent to use this information, but only for the primary reason you are giving it. We will seek your consent before using your voluntarily provided information for any materially different, unrelated, or incompatible purposes, other than those required under the law.

Information Practices for Children

RCI is committed to protecting children’s privacy online.  Our website is not designed for or directed at children.  In accordance with the Children’s Online Privacy Protection Act (COPPA), we will not intentionally collect, maintain, or distribute information about anyone under the age of 13.  If we become aware that we have inadvertently received personal information from a user under the age of 13, we will delete the information from our records.

    • Firewalls; and
    • User ID and Password protections.
  • We periodically test our security procedures to ensure personnel and technical compliance.
  • We employ external access safeguards to identify and prevent unauthorized tries of outsiders to hack into, or cause harm to, the information in our systems.

Tampering with RCI’s website is against the law. Depending on the offense, it is punishable under the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act.

Your Rights Under the Privacy Act of 1974

The Privacy Act of 1974 protects the personal information the Federal government keeps on you in systems of records (SOR) (information the DOT controls recovered by name or other personal identifier). The Privacy Act regulates how the government can disclose, share, provide access to, and keep the personal information that it collects. The Privacy Act does not cover all information collected online.

The Act’s major terms require agencies to:

  • Publish a Privacy Act Notice in the Federal Register explaining the existence, character and uses of a new or revised SOR;
  • Keep information about you accurate, relevant, timely and complete to assure fairness in dealing with you; and
  • Allow you to, on request, access and review your information held in an SOR and request amendment of the information if you disagree with it.

When the DOT collects information from you online that is subject to the Privacy Act (information kept in an SOR), we will provide a Privacy Act Statement specific to that collected information. This Privacy Act Statement tells you:

  • The authority for and the purpose and use of the information collected subject to the Privacy Act;
  • Whether providing the information is voluntary or mandatory; and
  • The effects on you if you do not provide any or all requested information.
